Prior to the advent of the digital data pager, emergency personnel and first responders were dispatched with audio pagers, namely the Motorola Minitor. To specify which service's pagers received the dispatch, the transmitter would broadcast a series of two tones, which, when the proper frequency was received by two reeds or filters in the pager, would activate the pager.
